skip-broken should not be loading as a plugin anymore since it is internal.. so
this looks like it must have been a mistake building the yum-skip-broken package
for fc9. You should remove it and then see that you can still use the
--skip-broken option without the package installed.

By looking at the CVS, I see that 'Obsoletes: yum-skip-broken' was
defined in yum-3.2.11.
I wonder why yum didn't remove yum-skip-broken by itself...
Good question, I was wondering how you managed to still have it installed (I
believe yum *did* remove it from my machines, but I'm not positive now).
