firstboot has a keyboard configuration panel, which reuses lots of code
from system-config-keyboard to present that panel.  So no, there's
nothing unusual about it.  In past versions, it's also had a dependency
on system-config-securitylevel which also would have required iptables.

Anyway, F9 firstboot has neither panel so there's no such requirements.
