Kernel locks up when network started, but works with Networkmanager, Why?

I have not been able to boot the kernels tagged with fc9 since the
beginning of their availability, I could boot into runlevel 1 but not 3
or 5. Today I decided to experiment and stop the network service and
instead use Networkmanager and the dispatcher. I expected the system to
lockup once the GUI tried to use the Ethernet Card and connect. It did
not lockup. I am on-line with the manager.

What package should service network start problems be associated with?
Is this problem better to file against the kernel or whatever package
provides "service network start'?
