You have to get it from the Sun site. It is not Iced Tea since the web plugin is based on GCJ code.

Non-free bits or not, Sun's Java and the plugin worked just fine on F7 and all the previous versions.

Doesn't change the fact that Fedora won't ship that non-free code and the GCJ plugin worked on everything I tried it out on.
