I've only seen this in my local spins of the kde live cd. There it was a 
selinux issue which was fixed with selinux-policy-3.0.8-33.

Don't know if this helps. Otherwise please open a bug report for that.

Do you mean the rawhide reports? Yes, but that's up to the mirror you are 
using.
