yum-fedorakmod confusion

yum-fedorakmod-1.1.8-1.fc8.noarch
yum-3.2.7-1.fc8.noarch

In /etc/yum/pluginconf.d/fedorakmod.conf:
[main]
enabled = 1
pinkernels = 0
installforallkernels = 0

So, pinkernels=0 should mean that it will install a new kernel even if the
kmod I'm now using is not available, correct?  That's not what happens:

sudo yum -v install kernel-2.6.23.1-37.fc8.x86_64.rpm
