package manager uses alt+s for selecting both the search tab and search button

when i open package manager and hit alt+s, i get focus in the text box on the search tab.  cool.  when i type in my search phrase and hit alt+s to invoke the search, alt+s doesn't push the search button, it highlights the search tab again instead.  if i hit alt+s again, it gives focus to the search button but does not press it.  why does the tab and the button both use alt+s?  if i do a search that returns a package from the list, highlight that package, then hit alt+d, the "package details" pane expands with info about the package, as expected.  seems like the keystroke assigned to the button should press it.
