I updated the ticket as I have the same problem with newever kernel 2.6.22.5-76.fc7 as well.
However so far I do not have any reply - am I doing something wrong here so I have no response?

If you use i386 version of this kernel can you please try to do "/sbin/modprobe sch_cbq" if it is working fine for you?
