That seems odd to me. How are you tracking nautilus's behavior? I've pulled fedora-logos and desktop-backgrounds-basic from rawhide onto a f7 system and I'm not noticing the 2 second nautilus behavior. The backgrounds are changing hourly it seems. I just created a fast-inf.xml that rotates at minute intervals.
