This seems a little counter-intuitive to the plug-in.
# yum --skip-broken --exclude=libicu* --exclude=librsvg2* update
please try to replace /usr/lib/yum-plugins/skip-broken.py with the one
from upstream yum-utils git, to see if it fixes you problem.
