I'm trying to push the rtorrent update, but for it to build, libtorrent
needs to be available on the build hosts first, and it doesn't seem to
be yet (for F-7 that is, rawhide/devel version was pushed today).

Broken deps for x86_64

Something's wrong here. I've just installed both rtorrent and libtorrent
and there are no unresolved deps:
$ rpm -q rtorrent
rtorrent-0.6.4-2.fc7
$ rpm -q --provides libtorrent
libtorrent.so.9()(64bit)
libtorrent = 0.10.4-1.fc7
$ rpm -qi libtorrent

You're misinterpreting the broken deps report.
That is not the latest libtorrent in rawhide. 0.11.4-1.fc8 is:
http://koji.fedoraproject.org/koji/rpminfo?rpmID=109033
Ah, right. I didn't notice "rawhide" there.
