That usually means that your window manager, whatever that happens
to be in a given moment, is not running.  Most likely it crashes
on a startup.

In that "upper left corner" xterm window try to type

    metacity &

and if that is causing complaints that some other window-manager
process is already running then try

   killall <that_other_wm> && metacity &

possibly few times.  Does it help?
