No it's not. "Rescue" mode is achieved by passing "rescue" to the kernel argument line at boot time. Anaconda will see that and launch into rescue mode. You've just about always been able to just type "linux" at the rescue boot prompt to get to the full installer. The default does "linux rescue" to invoke the rescue mode.
