A question about the kernel

Is there any possibility to have in the future kernel versions
Processor type and feature -> Preemption Model set to Preemptible kernel 
(PREEMPT)?

I see the Timer frequency is now set to 1000 Hz (250 Hz was not good 
enough in order to use midi applications).
