Just go to Fedoras mirror list at http://fedora.redhat.com/Download/mirrors.html go to the section near you geographically and copy them into your fedora-development.repo. You will need to add the suffix (everything after the /core/ in the url) and do check I find that many of these mirrors are not operational.
