My solution was to copy the DVD image that I was using to the hard drive, create an /etc/yum.repos.d/fedora-local.repo, disable all repos, and then enable fedora-local. The speed increase for the rest of the additional software was well worth the time it took to set this up. When the machine is on online, I will see what effect leaving the local repository active has on performance.
