The restorecon error does not reoccur when I rerun the rpm scripts and
if it makes a difference selinux-policy-strict was not previously
installed on this host (a Xen domU). The selinux-policy-strict install
error did not occur on the dom0 host which also did not have the strict
policy previously installed.
