Its alleged to be a feature. It tries to open applications run from a shell 
behind the shell so that you keep having to bring them to the front. This
includes new shells, programs you really wanted to appear in front of it,
and so on. In theory it stops a new application from interfering with the
command line you are typing, but it is intentional.
