In general you dont need to. Just use the relevant tracker like bugzilla
to report issues. rpm -qi <package> might specify a packager field. If
they have a open cvs it might include a list of package owners. Extras
does at http://cvs.fedora.redhat.com/viewcvs/owners/?root=extras
