No. The final 'x' part of 2.6.x in the version string only gets
bumped when the tarball the rpm is based on is 2.6.16

And just to spell things out a bit more, this seems consistent with FC Test numbering... 4.90 is a (post-4) development release of FC 5 just as 2.6.15-xxxxx is a post-2.6.15 development release of 2.6.16. The changelog has been great about noting which version of the kernel a release is actually based on, so for those that really care, the info is readily available via rpm -q --changelog.
