The positioning of the window doesn't necessarily correlate with whether it steals focus, especially if the window does not come up underneath the pointer. I, too, noticed windows showing up underneath others, didn't bug me too much. But I have *very much* noticed the improvements with regard to the focus stealing problem, and I am most pleased with that change.
