Exactly!  And if you will look closer then you will notice that you
are changing directory to this Zope-2.9-xxx before applying patches
so -p1, instead of -p0,  on a patch you generated the way you did
that is wrong and that is the problem.

If you want -p1 you need to start, when making patch, one level
above.  See 'man patch'.
