since the scriptlets used in the kernel packages don't actually use
php... i think you making an unsupported leap to link the package
install problem to php.   I would suggest seeing if this is some
unexpected problem associated with selinux policy changes.

FYI, to see the scripts associated with  kernel-smp-2.6.14-1.1749_FC5 
once its installed you can do:
rpm -q --scripts kernel-smp-2.6.14-1.1749_FC5
