For FC4 it's the updates-testing repo. You can enable it in yum
(temporarily) as follows:

yum --enablerepo=updates-testing install foo

To enable it permanently edit
/etc/yum.repos.d/fedora-updates-testing.repo.

Rawhide, of course, is in a persistent test state.
