What does 
/usr/bin/readelf -d  /opt/cisco-vpnclient/lib/libvpnapi.so |grep TEXTREL

say?

If it produces any results, you might want to also try setting 
it to texrel_shlib_t, or get the software changed to not contain
text relocations (the better choice).
