Every package that still has a dependency on libpq.so.3.  But, as it was 
already stated, wait on tomorrow's rawhide.  This is NORMAL BEHAVIOR for 
rawhide, by the way.  A package gets a new lib version, the dependents break 
until rebuilt.  Released updates on a non-testing distribution are pushed 
more sanely, typically.
