in need of an updated version of libfglrx_ip.a (libfglrx_ip.a.GCC2 and
libfglrx_ip.a.GCC3 are both present.)  Has there been any patches
released for this?

ATI's fglrx driver is binary only.  You'll need to wait for
them to compile new drivers with gcc 4.
