install ipv6 /bin/true in /etc/modprobe.conf will have an effect which will prevent a loading of ipv6 support module, so IPV6 surely will be absent, while still returning with "ok" status from a modprobe call. This is not effective if IPV6 support is configured "built-in" but this is not the case for FC kernels.
