Speaking of CUPS, I am right now reinstalling Fedora Core 3 on one of my computers [...] Is there any way I can bring this file back to its default state?
Well, reinstalling the entire operating system is certainly one way.
An easier way is to remove the cups package and re-install it. I
think this should do it:

rpm -e --nodeps cups
up2date cups

# rpm | grep replacefiles
       [--replacefiles] [--replacepkgs] [--test]
