Well, reinstalling the entire operating system is certainly one way.
An easier way is to remove the cups package and re-install it. I
think this should do it:
rpm -e --nodeps cups
up2date cups
# rpm | grep replacefiles
[--replacefiles] [--replacepkgs] [--test]
