The question then is how one could trigger this permission change while logging in to the local console.

See the bug in bugzilla about this:

Hi there,

this is an issue with the way libusb works, just go here for detailed instructions on how to set up hotplug to set the permissions: http://www.freecolormanagement.com/sane/libusb.html

I looked at your link, and IF I can understand how to apply it to my Espon 1240U scanner, PERHAPS I can get my scanner to work without having to change permissions as root on every reboot.

BUT, this bug has been recognized for 7 months, and so far all I see is a lot of bickering about who should fix it.

There should be no reason for the user to have to reconfigure the system for a basic USB scanner to work. On other distributions (Ubuntu, Suse 9.1) which also have a 2.6 kernel, the scanner just works without any user fiddling.

Every new version of FC seems to lose capability to easily use some device I've been using since Red Hat Linux 7.3. FC2 broke scanner use, and now FC3 has broken use of internal Zip drives (bugzilla 136971). I'm getting discouraged.
