This is likely fallout from https://fedoraproject.org/wiki/Changes/RPMSuportForSystemdSysusers - the mechanism has been around for a while, but a lot of packages have been changed to adopt it this cycle. /usr/lib/tmpfiles.d/gnome-remote-desktop-tmpfiles.conf is part of gnome-remote-desktop, so even though you don't use GNOME, maybe you have that package installed for some reason? Can you check? If so, you could try removing it, maybe you don't need it - though this does look like a bug that it'd be good to fix.
