Searching, it seems to me, you need report upstream i.e.
https://github.com/rpm-software-management/dnf5 

the lack of repomanage or one similar command is expose here: 
https://github.com/rpm-software-management/dnf5/issues/931

and here: 
https://github.com/rpm-software-management/dnf5/issues/380
