Why are you installing libpq from an external repository instead of using the one included with Fedora?
Your problem is that you're installing the 32-bit version of vtk-devel which is causing complications with the libpq availability.
Also, this is not relevant to the test list. F38 is released and external repositories are not Fedora's problem. This is a question for the users list.
