Since the introduction of the new account system there is no more the option to ask for sponsorship directly in that system, but at the moment, asking here is the way to go. (Yes, documentation should be updated).

Freenode is no more the Fedora's IRC platform. You should use libera.chat
If you spot freenode mentioned in some document, please report it.
