Glibly, it's 10 seconds before the point where you go "huh, this should have launched by now." :-) It's admittedly a bit of a fuzzy description, but I think that's okay as a starting point. It's not like we expect testers to sit there with a stopwatch. This will be, IMO, a subjective-ish opinion.
