On my baremetal, Shift doesn't work either. But as I remember, many BIOSes simply ignore keys which are pressed down during initialization, to prevent "stuck keys". That's why there are two different key options to display GRUB. Using virt-manager, F8 increases the sound on my laptop. For whatever reason it never passes through to the VM only.
