I'm okay with this. In the case of the wallpapres bug, we'd either
ship it later (so it wouldn't come up for F N+1 Beta) or close it as
invalid. I agree that it's a corner case not worth legislating.
Actually, I completely missed this sentence on that page (at the very end of the "Exceptional cases" section):
"In almost all 'exceptional' cases, the bug should be accepted as a
blocker either for the very next milestone release, or for the
equivalent milestone for the next release (if it would not violate the
criteria for the very next milestone)."
