LUKS2 feature, F28 and F29 rescue

Hi,

A Fedora 30 default (automatic partitioning) installation from LiveOS
media, is successfully rescued by both F28 and F29 netinstall/dvd
rescue boot option. The feature page does also confirm this is
expected.

>From my perspective so far, this change is transparent to the user,
until they go back to Fedora 27 or older. Anaconda-rescue gives no
error, just keeps asking for the crypto passphrase; whereas
'cryptsetup open' reports "Unsupported LUKS version 2".
