Alan provided additional input for the proposed new shutdown test. I have updated the document and attached it.

This test case (https://fedoraproject.org/wiki/QA:Testcase_base_shutdown/reboot) does not seem to be in the Base test matrix anymore. We should consider adding it back to the matrix.

Thanks very much for correcting me. I guess the shutdown/poweroff and reboot test were removed to save time. Possibly I should only argue for adding one "halt" test case, with whatever log analysis we can do to test how well the halt worked.

At least the non-VM installer tests will hopefully already lead to bug reports. I.e. when a tester reboots or powers off the system at the end of the test, the tester will notice if the system hangs instead, etc.
