Thanks for the answer, but unfortunately it is not good enough.

Currently mirror manager is trying to wrong repos, and dnf/software center keeps failing on installing/updating software creating a very bad experience for any user that tries to use it.

I don't want to change the repo file to solve it only to me, what I want is to report it to the people that could fix it in mirror manager for Uruguay country as it could affect to every person trying to use fedora in Uruguay.

What should be the correct behaviour in Uruguay for mirror manager: Try first with mirrors closer to Miami EEUU.

Now I found another way to report it: https://bugzilla.redhat.com/show_bug.cgi?id=1643770

Cheers,
Pablo.

Unique issue I have noticed is with dnf when trying to install/update
software.

I get "error to sync cache" many times.
Also I got errors like:

[MIRROR] kernel-modules-4.18.16-300.fc29.x86_64.rpm: Status code: 404
for
http://mirror.upb.edu.co/fedora/linux/development/29/Everything/x86_64/os/Packages/k/kernel-modules-4.18.16-300.fc29.x86_64.rpm

After retrying many times (4 or 5 sometimes), it works. But it didn't
happen before.

The mirror manager will try to give you mirrors that are close to you.
It appears that that mirror is a little slower in syncing. You could
change the repo file to use a specific mirror that is better or you can
wait a little while and try again.
