We use in on our systems to input Chinese, Japanese, and Korean. Not sure why it would be enabled on your system. On my F29 system it was not enabled by default. To deselect it, you can go to your menu under Applications--->Settings--->Input Method Selector and pick "none" -- Cardinal Rule of Presentations: "Tell them what you are going to tell them, tell them, then tell them what you told them."
