The command subsequently works; I can imagine that in the base
installation are not included some "inessential" packages for the
installation type, however: do you know if is this expected?

Nope, that is not expected. It seems that Fedora-Cloud-Base-28-20180310.n.0.x86_64.qcow2 is missing the
libsss_sudo.so. Could you please file a bug?
