Thanks Alessio for pointing me to the right direction. I just filed a new bug since most of the existing bugs are related to groupadd and they occur during package installation. However, this one is related to useradd and occurs during a basic task of adding a new user.

I am not sure whether this should be considered a bug. For testing Testcase_desktop_login, I needed two user accounts. I created the root and first user account during installation. I logged in using the first user account and tried to create the second account using "Settings -> User". After using the root password, I created a new account. Then I got an SELinux Alert.
