Bootloader > load kernel, load initramfs > execute kernel > unpack initramfs > systemd runs > dracut pics up the boot param to check media > checkiso executes and checks the media So your failure is happening at the 2nd step, you're still in the bootloader. This is almost certainly a USB stick problem. I'd just write the image again and maybe it'll fix itself as a transient failure.
