Rawhide is not Fedora 23. Rawhide is currently what will become Fedora
24, and will be in a fairly uncertain state.

fedup is obsolete and should no longer be used, so that isn't of any
interest. Your dnf output looks like user error: "unrecognized
arguments: : C". What did you actually type?
