You didn't mention which install media you used.
I use local media. To investigate I booted rescue mode.
Check the output of dmesg for anything related to the wifi. Also try
"nmcli d" to see if it shows up there.
"nmcli d" does not show anything. Neither does "ifconfig -a".

This looks like some firmware file is missing in the installation
environment?
Have you had Fedora installed on this laptop before? Did the wifi
work then?
No. It just came out of the box.
