The 'instrepo' is used only for the upgrade.img file. The actual 
packages will be pulled from the regular Rawhide mirrors, unless you 
use the --disablerepo and --repourl parameters to fiddle with the repo 
set; by default, fedup simply uses your existing repositories with the 
releasever changed.

If you tried again with the 20150110 boot.iso you'd probably now find 
you have the same result as in this trial.

This is the PK that was sent to F21 to fix the major bugs we found 
last week; I guess it hasn't gone to Rawhide yet.
