This is really weird... For some reason, it's trying to install F19! There is no indication in any of the logs why it's doing that. The USB drive had other data on it, so I didn't want to format it. I deleted the original installer image files (F19) and used livecd-iso-to-disk to set it up with the F21 netinstall. Again, the first time, it appeared to be installing F21, but any subsequent attempts, it installs F19. One point may be that the first time I tried installing it the network wasn't working right away.
Ok, there must be some file(s) still hanging around on that USB drive. I just tried a clean, formatted USB drive and now it's installing F21.
