That build has been included in TC3; I believe the expectation is that TC3 Workstation should not include libvirt and so should not be subject to this bug, we can check that. The update is marked as fixing the dependent bug https://bugzilla.redhat.com/show_bug.cgi?id=1164492 .
One clarification: the livecd will still have a bunch of libvirt packages installed. What will be missing is only libvirt-driver-config-network
