Comment in the bug; the original owner and bug assignees can reopen, as can
Fedora project members with sufficient privilege. If that isn't sufficient,
and you're sure that the bug still exists, post on a relevant list (I
suppose this one will do) that you commented and the bug still saw no
action.

You may also want to consider reporting the bug upstream — it sounds like
this is likely something that is relevant beyond Fedora.
